On June 8, 2018, Bishkek hosted a round table to discuss the draft Law of the Kyrgyz Republic on ratification of the new Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer. The meeting is attended by representatives of the Jogorku Kenesh of the Kyrgyz Republic, ministries and departments, private and public organizations, business structures, NGOs, the system of higher and vocational education, etc.
To date, the Kyrgyz Republic has ratified the Montreal Protocol and all previous amendments to it and fully complies with its international obligations. Now the country has to solve a new task to gradually reduce the consumption of hydrofluorocarbons (HFCs) in the country's economy. HFCs have replaced ozone—depleting substances (ODS), have high global warming (GWP) potentials thousands of times higher than the GWP level for carbon dioxide, and are widely used in many areas of production, for example, in the sectors of refrigeration, climate control equipment, and foam production. Phasing out HFCs involves the introduction of new advanced technologies in these industries based on the use of natural refrigerants (ammonia, isobutane, CO2, propane, etc.) that do not affect the environment, including the ozone layer and climate change. Green technologies also contribute to improving the energy efficiency of production and reducing energy consumption, but at the same time require strict compliance with international safety standards and a higher level of training of technical specialists.
Countries ratifying the Kigali Amendment to the Montreal Protocol are making national commitments to phase down their consumption of hydrofluorocarbons starting in 2019. According to the provisions of the Montreal Protocol, each country plans its own schedule for the withdrawal of HFCs from consumption. Developing countries, which include the Kyrgyz Republic, can implement a plan to reduce the use of HFCs according to the following schedule:
until 2024 – without restrictions,
2024-2028 — 100% — not exceeding the baseline level of HFC consumption,
2029-2034 — 90%;
2035-2039 — 70%;
2040-2044 — 50%;
from 2045 — 20%.
